This is the vote that created the racial controversy. It looks as if Mr. Naylor (far right) voted against Mr. Burns re-appointment; however, he was a little slow on the draw on this vote. He voted for both Burns and Harris' reappointment.  Forrest county NAACP President Charles Magee and Reverand Charles Bartley spoke on the city hall steps and said white council members suffer from "a plantation mentality" as seen in the days of "Gone with the  Wind".
